Coherence check on Budgets file in BiblioMaker

Here are the checks performed by the software when the Budgets checkbox is ticked in the Coherence check (accessible in Maintenance via the Other>Coherence check command):

Check for the unique occurrence of the budget code	Budgets: double budget code.	Delete the double budget record and create a new budget record.
Check that the budget code used in the title record exists in the Budgets file	Titles: Budget undefined in the Budget files.	Search the titles and delete the unavailable budget codes (if necessary with the Apply function).
